L2TP VPN Server Issues

vpn server stopped working over 1.5 months ago. unable to connect internally or externally. have attempted to restart different services with no affect. main error on client devices is the security layer could not negotiate compatible parameters. clients running a mix of windows 7 and 10. no updates have been made according to client.
L2TP vpn server configured on windows server 2012
