Updating the security of a AWS EC2 windows server and performing regular backups along with a few server user settings

I am running a AWS ec2 server running windows server 2016. I have multiple users logging into the server from multiple office locations all over the country, currently with just the IP address and the password anyone can login from anywhere in the world and access my data , I am looking a solution where I can block the access from an unauthorized system or have another layer of security with which we can block unwanted access.
I need the previous 3 days data backups of few folders which will be overwritten simultaneously and that needs to be stored on a different storage volume
Windows server work scope
We frequently get the error ‘internal error occurred’ on all our logged in systems from a single premises which uses the same ISP and it is resolved only if the server and the ISP modem is restarted. (The server is accessible if we use another ISP to log in) this issue happens twice a week.
The software we are using is installed in the c drive and all the user files are being saved in respective folders in the C drive which is a risk if there is an unwanted file being saved or used any users is saved in the C drive where all the server data is stored as of now all the users are able To access the c drive as our software is installed in it and their access needs to be restricted to the Exe file of the software and nothing else. Any file downloaded by the users should be stored in another drive or in another volume attached and no user can access another users data. The users shouldn’t be allowed to install or run any unwanted file which can cause any harm to the data or the server itself which includes uploading any files from the local system to the server.
For a few users we need to auto run our application as soon as they login and set it up in a way that they cannot do anything else apart from using our application
As soon as the user exits the rdp session the user must be signed out and the session must end
Apart from the above I want my server to be observed for the usage and recommend what can be done to maximize the efficiency of the server with hardware and software suggestions keeping in mind to reduce the costs.
