Troubleshoot Windows Mobile Hotspot Issues

I'm facing issues with my Windows 11 mobile hotspot. Here are my requirements:
- The computer is connected to Wifi only for Internet.
- The hotspot needs to have a particular IP address at all times.
- Solution needs to be sustained with repeated reboots.
Even though the computer connects via WiFi, the hotspot menu says that "there is no internet connection to share". As a result, devices are unable to connect.
