Troubleshoot DB2 Installation on Windows Server 2019

I'm in need of remote troubleshooting assistance for my DB2 installation on a Windows Server 2019. I've successfully opened the necessary 50005 port by creating a new inbound rule, but it's not appearing in the netstat commands after adding the rule.
I have already attempted several troubleshooting steps:
- Restarted the server
- Rechecked firewall rules
- Verified DB2 configuration
