SQL Server Certificate problem

I am looking for a freelancer who can help me resolve an issue with installing a SQL Server certificate. I am specifically experiencing the problem of being unable to install the certificate.
Error Message: The error message that I am receiving is "The certificate, asymmetric key, or private key file is not valid or does not exist; or you do not have permissions for it." Note: The "certificate.cer" and "certificate.pvk" files both exist and have been used successfully before, so my hunch is that this is a possible user permissions problem on a newly installed SQL2019 instance, but it has me stuck.
