Resolve Windows Server 2019 Azure Backup Issues VSS

After the installation of new hard drives, I'm experiencing issues with Volume Shadow Copy on my Windows Server 2019. Although incremental backups are successful and Cobian Backup works fine, Azure is unable to back up the system state
Troubleshooting Steps Already Taken:
- Restarted the Volume Shadow Copy service
- Registry edits per Azure support
