Remote Desktop Session Broker High Availability

I want to configure Remote Desktop Session Broker High Availability. The SQL Server instance is running on the same servers. Already in production.

Current Setup:
VM1: RD Session Broker (already added to HA), RD Web.

VM2: SQL Server (hosts the RD Connection Broker database), also running RD Session Broker but not yet added to HA.

VM3: SQL Server (not yet part of the Availability Group; needs to be added).

RDS Farm:
2 RD Session Host servers.

What needs to be done:
Configure the second RD Session Broker server (VM2) for failover and load balancing.

Install RD Web on the second server. We use Duo for MFA.

Users connect via VPN (this is outside the scope of this project).

Server Configuration:
Windows Server 2022 (Domain-joined)

SQL Server 2022 Enterprise Edition

Issue:
The RD Session Broker is already configured in HA mode, but attempting to add the second broker server results in the following error:

Add-RDServer : Validation failed for the "RD Connection Broker" parameter.
"myserver.local" The database is not reachable from the specified RD Connection Broker server.
The SQL Server on VM2 is properly set up. The only remaining task is to add VM3 to the Availability Group.

Goal:
Ensure that if one server goes down, users will not experience any disruption

you get Anydesk access to servers.
