MSI installer for Netdata on Windows with WSL2

We need to automate this process via an msi installer that accepts a couple of parameters (keys that the user will get from https://app.netdata.cloud).
Note that a system reboot is required as well. The steps for the .msi installer will probably not be identical to what is described in the manual process, but we want the same end result.
The deliverable will be a github project with the required code and instructions on how to generate the msi. Our service reliability engineers will evaluate the quality of the solution and test against the most popular Windows Server versions plus Windows 10 and 11.
