Domain Controller/VM configuration

we have an Azure environment. Three windows server 2019 VMs. RDS,DC, Server. The RDS server is connected to the DC and works perfectly well. The newer server i am having issues with. I made sure the network interface has the correct DNS, i made sure the VM's ethernet points to the right gateway and DNS. I have added the VM as a member of the domain, which works fine. The DC can see the the server in active directory users and computers but for some reason the VM itself cannot access the DC's policies/groups to complete the installation of a program which is needed.

I need someone to properly configure the third VM to connect the the DC.
