Assistance in Migration/setup of web application on IIS

We are looking for expert assistance in migration/setup of a .NET web application on IIS on Windows Server 2019 . Application is already in production and in development platforms on windows 2016 R2.
Issue : On installation on new server with 2019, cookies /session not being created by the application.
Need assistance in resolution of the above issue.
Ideal skills and experience for this job include:
- Proficiency in .NET web application development and deployment
- Experience with IIS server setup and configuration
- Knowledge of Administration Windows Server 2019 operating system and its requirements
- Familiarity with web application migration processes
- IIS Pool manage
