Active Directory L3 resource needed for long term collaboration

We're looking for an Active Directory L3 resource for long term collaboration on demand basis. Candidate must be an expert in AD, GPO, DNS, DHCP, Windows & System administration, must be troubleshoot complex issues and prior experience with AD migration.
