Create windows application

Hello, i'm looking for someone who can make a small windows application.
This is how it will work.
The app open and asks to load a folder, it then asks for a wristband number(just number field).
The app will then copy files to local drive and then will take a mp4 file and then split the file into a shorter video. I will take 15 seconds from the start of the video and the final 15 seconds and then merge it into one video. It will then upload the original file into dropbox and copy the new merged video onto a network drive.
Would also like a progress bar to describe the progress of this process.
