Windows macro: Send screenshot to Telegram app. -- 2

Function:
Activated by (shortkey).
After (delay) take screenshot of topmost window, screenshot area from coordinates (p1)-(p2).
Send picture to Telegram app (contact).
Return focus to topmost window.

User defined variables in ().

Description of function:
View of surveillance cameras running i Google Chrome.
At trigger from line detector provided to computer via keystroke, send screenshot to Telegram App.

Result:
Fast alarm with snapshot and preview to phone.
Alarm history in Telegram app in phone.

Notes:
I have run this above function for test with a macro in Macro Express. The result is fantastic but I need a more stable and elegant solution.
As far as I know It should possible to send to Telegram via some sort of script without typing in actual desktop app.
(delay) in function is to compensate for lag in ip-camera stream.
Using view from Google Chorme instead of camera stream makes it possible to send alarm picture containing information from several cameras.
