Using API to pull out stock data

I need to find all stocks in the past 2 or 3 years in NASDAQ and NYSE which has float <=50m (we can discuss how to deal with it if no float can be find), pre-market volume > 200000, open price is =>20% of last close, stock price is between $0.5 and $30. I need all the information about these stocks. See attachment for template. Ideally you can use interactive broker or thinkorswim. we can discuss if you use other data sources. I need to put these data in excel and create an auto tool to use in the future.
