Posting and submitting a Wikipedia page of an author

A Wikipedia page for an author has been written to carefully conform to Wikipedia guidelines and comes with full citations and references and should be completely compliant. However assistance is required to lay this out appropriately in the Wikipedia style. The author commenced this with another service provider who created a draft page as attached but then has not submitted it and cannot be reached. Therefore this is more of an edit and submission job. Please advise. Thank you.
