Design and Develop a Temporary Stainless Steel Pool & Spa Railing

I'm seeking a professional to design a temporary railing for my pool and spa. The railing needs to be made of stainless steel, to ensure durability and safety. It's crucial that the design allows the railing to be easily mounted when needed and unmounted when not in use.
Key Requirements:
- The mounting mechanism should be clamp-on mounts, allowing for a secure yet temporary installation.
- It needs to be able to securely mount to a 12" wide wall with a depth of 10"
- It needs to be higher on one end and angle down to shorter on the other end.
- It needs to have some sort of water proof protective padding to prevent damage to the tile like neoprene
- The primary purpose of the railing is convenience and safety for elderly to enter and exiting the pool and spa.
