Wordpress Admin dashboard not accessable

After manually migrating my WordPress site via FTP, I can reach the front-end without any trouble, but the admin area refuses to load. Every attempt to open /wp-admin/ ends with the message “Sorry, you are not allowed to access this page.”
Nothing in the user roles or permissions was altered before migration, so the lockout seems tied to the transfer itself—possibly database prefixes, file ownership, or a corrupted capability table.
