Make a web app that can translate video audio and make subtiles into any language of you choosing

I am looking for a freelancer who can develop a web application to enable translation of video audio and the creation of subtitles into any language of the user's choosing. This web app should have a particular design and layout that I have in mind(fairly simple design), so the chosen freelancer must have good experience in this area. The application should primarily focus on translation and subtitles for all languages using Ai if possible but I'm open to other solutions, both common and less common.
