website frontend rework

hello and thanks for your interest in this post

i have a website that was made for file sharing and i wanted to improve the front end / visuals of the website for a cleaner, modern, simple and to be easy to use.
it currently just uses regular php/html or whatever with some jquery

i dont know much about front end but if it has the below features, it can be anything:
- light weight
- responsive (pc, laptop, tablet, mobile landscape/portrait)
- clean code!
- modern / minimalistic / simple

i read about some front end frameworks such as Vue.js Angular, React etc... but i honestly dont know which to choose and which is best for this type of website.
i also dont know how this will affect the backend part but i will leave that up to you...
