theme developer / product set up / image resizing

we are looking for someone to create a theme to be fully functional. we need the meta description to be fixed and have all images on the website resized. the navigation menu has to be created and entered manually, each image has to be corrected individually. the page loading speed has to be improved to be around 75pts
