A Q&A system where the user can select the desired subjects, number of questions, take the exam and view reports.

I am looking for an experienced and talented programmer to build a Q&A system for me. The system should provide users with the ability to select the desired subjects, number of questions, take the exam and view reports. The subjects we would like to include are Math, Science, and History; other related subjects such as those related naval studies would be advantageous. The exams should be flexible as to the amount of questions, from 1 to 300. Lastly, when it comes to the reports, we would only require basic information.
