shopify website tied to inventory tracking system

I'm looking for a talented web developer to help create a Shopify website with a fully integrated inventory tracking system. My budget for this project is more than $1000, and I need help setting up everything from scratch, including the domain and hosting. Specifically, I'm requiring the inventory tracking system to be integrated with the Shopify Point of Sale (POS) system so that inventory is accurate whether online or in person transaction is made. This feature will allow me to manage stock levels, analyze data, and forecast sales.

We are seeking to have a website created for making purchases for products that will be purchased online. The business is primarily wholesale and products are most likely to be purchased by the pallet or the full container load but should also allow customers to purchase by the unit. Which could result in an individual unit price, a pallet price, and for those looking for full container loads it would be preferred that they are given indication to reach directly out to us via email or phone to discuss full container pricing. We are starting out with a limited catalog of products (around 7 to 12) that are primarily bulk commodities such as bags of flour, corn meal, condensed milk, sugar, yeast, cooking oils, etc but will also evolve to other products as well such as frozen meats, electronics, electric scooters, and more.
The business allows for customers to purchase products are going to be originating out of Miami, Florida and then shipped to Port Mariel in Cuba for the end customers. We have the OFAC exemption license from the US government which allows for us to purchase here in the US and ship to Cuba. We handle everything related to the transportation, customs, and transaction of the product from the US to Cuba and also the dispersion to the customer – the customers simply choose what they want to buy, make the purchase, then either pick the product up themselves in Cuba when it arrives – or hand off their proof of purchase which we will need to generate through the website to the customer, to whomever they are allowing to pick the product up in Cuba, or even have it delivered to a specific location in Cuba if it is within a delivery zone.

In a nutshell, we need a website that displays branding and design for the business – which we will need to have the branding and design completed through the website developer as well.
The customers should be able to browse the different product categories and products
The customers should be able to register an account and place orders into a shopping cart in which they can check out and make the purchase, ideally through Shopify
The customers should be able to select a pickup location or a delivery option.
The customers should be able to track their order status after purchase and be able to see their order history, and even re-order the same order as before if they choose to.
The website should be tied into an inventory tracking system that will update inventory and inventory status when purchases are made for multiple locations.
The website should allow for our end to be able to collect reports related to finances, inventory and other relevant data points.
We need to be able to add additional product categories and products
We need the website to be developed in Spanish but translatable to English
The website will need to generate an invoice that requires a digital signature from the business and customer end that also has a unique bar code or QR code tied to the order for scanning at redemption point.

That is the basic story of the website development we are seeking but I will provide an itemized list of deliverables that we need to have completed, which could potentially be split into two stages. The reason it can be split into two stages of delivery is due to the urgency we have to get this website to a basic functional level – allowing customers to make orders ASAP to be picked up at pickup location.
