ragnarok server

I am looking to create a Ragnarok server, with a Pre-Renewal base. My desire is to have the server include both PvP and PvE features, reaching to all audiences of gamers. Additionally, I have specific modifications in mind that I would like to be implemented. The modifications must comply with the set laws and regulations set by Ragnarok and all involved 3rd parties. Lastly, I am open to suggestions and further customizations if deemed feasible and applicable.
