Ui ux php project

I have a design in figma design its a pokemon ego esports platform ( can be tailered to other mobile esports). It is an esports tournament website . I have about 28 pages in design. But I want to find someone who can take my design and put some code to it and have a functional website

I'll need front end html with esport / tournament management system . We will be running with elo ranking system, each division will be in increments of 10% ( starting from 60 -rival, 70-challenger,80- ace,90-elite % win rates)
Also will need back end system to support the websites and its functions ( php or equivalent)

What web host should I seek to buy?and how do we make this website secure ? How do we prevent breaches?
