I need a website review/testing website.

I'm looking for a website where a company pays a fee to have a reviewer go through their website. They choose the screens that they go on and write questions that they want the reviewer to talk about (how easy it was to complete tasks etc). The screen and voice of the reviewer is recorded and is sent to the customer. The reviewer is paid a percentage of what the customer paid for their website to be reviewed.
But we would need the software for the recordings, payments, and sending of files all to be built into the website.
Is this something that you think you would be able to create? If so, a quote would be amazing.
I am from the UK and would base the company there however I am currently in Australia.
