I need a website

I want a website for an art project/proposal which will have an interactive map of London. London has 32 boroughs and I have attached a map with all boroughs on. I would like a site where you can hover over each individual borough it would pop up, and you can click one borough i.e "Haringey" and it will take you to another page.

I don’t like the colour scheme of the photo, I would like something a bit more “arty” like black and navy or something, but am open to ideas and options?
