We need a web, android and iOS portal built within 4 weeks

I need a buildout of a web platform, Android and iOS apps. We will start with an online contest. The contest will have several stages and require multiple levels of real-time tracking of joining participants. The contest will be membership driven and require at least 12 different pages to be built including the main page, signup process and dashboard for following phases. I have a limited budget but once phase one is completed and operational we have investors that will join in to fund the project further. We need our phase one completed within 4 weeks. With the successful completion, beta testing and launch of our contest we will quickly follow with our next phase of a buy and sell platform. From there we will continue with at least another 17 phases. In short, if you are successful with building our initial contest platform there will be ongoing work including continual oversight maintenance, upgrading and new releases.
