WordPress freelance for lots of pojects

My business is marketing. due to that we building websites and need freelance to help us deal with this part of the work.
Its a lot of jobs. the last freelance that helped us was working for 2.7 years. its a long time jobs and projects. Its mainly new websites, projects ,website changes, upgrade and more.
All will be done by the same freelance.
Each month the amount of hours done by the freelance will be calculated and we will pay for the monthly hours that have been done. between 35-120 hours a month.
We are looking for a steady reliable cost effective freelance for long time jobs.
The price is a key factor. The first filter is the amount of $ per hour. only after we will check experience and more.
Example for one of the projects. a new website project that need to be done:
A Wordpress site with woocommerce.
The site design is ready and need implementation.
11 different designs for pages (home,blog...)
Woocommerce pages (product, category...)
Transferring all the old site pages to the new site with the new design.
