full build / design

I need a website for managing events and locations that the events will take place. A search page that can be filtered by distance, date, and a few other check boxes. I need to have a admin login to manage all venues but then also have logins for the venue/locations admins that have access to only the events they are managing. I have more requirements but also need a good layout design and ability to add sponsors / ad revenue
