Re-create our web design and flow in Adobe

Hello, we have a web design that is made, it will need a large amount of tweaking on the design and layout portion. I don't have all the assets, but I have a flat JPG file of the entire thing.
I need someone to rebuild the design in Adobe, and if possible, write the HTML after to make it live. Although I may hire a separate team for this but ideally we use just one.

Please respond and let me know which adobe product you think is best for this. As well as estimated cost to get it all finished.
