E-commerce Site for Professional Services

I need a website designed to mimic sites such as MyBuilder.com. The site should be user-friendly, visually appealing, and optimized for conversions.
The site will be launched in UAE therefore it will need to have dual language setting for both Arabic and English. A designer fluent in both languages is essential.
The website will need to be easily accessible and editable should I wish others to do so in future.
I will at some point be moving to UAE and I need the first edition of the site launched prior
