QR code-based Web App

I want to create a simple application (web) which will allow the following user journey.
I have a car detailing studio and a lot of hotels are there around the studio in our city. I want to make the car service booking system easy and quick. If customers/people staying at hotels want to do the car servicing, they will scan the QR code placed at the hotel reception and open our website and place an order/enquiry on the particular service they want. Once the order/enquiry is placed, it will go to the admin panel with the hotel name, customer name, phone number and service they want.
- User will scan the QR code from mobile (Need to see the solution considering not every mobile will have the QR code scanning ability)
- Our website will open
- User will see the short details of services, price, image, text and select the required services
- User will submit those details
- Once the details are submitted, it will send an enquiry to the admin panel with these details (Hotel name, customer name, phone number & service that they want)
- Admin will see/view the enquiry in the list on his panel (Admin should be able to apply the basic filtering on the list in the admin panel like date, service type, hotel name, status)
- Later admin should be able to mark the enquiry as closed (There will be only two statuses for now - Open & Closed)
- Admin should also have a functionality to create hotel specific QR code so that the enquiry form will have the hotel name automatically coming in the enquiry without customer selecting it explicitly.
** The app is simple and can be built with ready functionalities out there. Also it should be scalable further as my business grows.
