build me wordpress- arabic multi vendor market using dokan plugin

i want to build a multi vendor market site like ebay or amazon (will be local market)

the web site should be in arabic language

the payment method will be Cash on Delivery

every user (seller/buyer) should pass phone verification

i already have hosting service (bluehost)

i will buy the dokan-pro plugin

i already have multi vendor site template (you can use other template)
