build online library

We are looking to build a fully functional online legal library and database similar to lexisnexis or practicallaw. Please let me know if you can help me with this project. Please let me know if you have any previous relevant experience, how much it'll cost roughly/ how long it would take. This project will include building a 18-25 page library that is fully responsive, secure, fast. It will also include transforming figma/ adobe xd web designs into a responsive website. Please include lex in your proposal to be considered.
