Website for making international money transfer Like skrill

I'm looking for an experienced web developer to help me build a website that will facilitate international money transfer, similar to Skrill. The money transfer service will be available in specific list of countries, and the website should accept payment by credit/debit cards. I am undecided as to whether or not a mobile app version should be included. The project requires knowledge of web development principles and international money transfer services.
