Website for Corporate FEIN

I'm looking for a talented web designer to create a website. The site entails once someone incorporates in any state this site will utilize the IRS FEIN site to create a FEIN for the corporation and provide to the owner of the corporation for a fee. I have a specific design in mind, and I'm looking for someone who can bring it to life. The website must be comprehensive, with more than ten pages, and have contact forms, e-commerce functionality, and a blog section.
