Website and app for e-commerce

I need a freelancer team to build a website and an app for my e-shop for taylor-made clothes, shoes, and Jewelry.
Both should include appointment booking options, accounts for users, messenger, localtion tracking and video recording possibility.
Very limited budget, so the project will be awarded to the least demanding programmers.
