Website Required with Customizer

We would like a website built from scratch. It should use the Shopify platform and should include customization for approximately 20 product variations. The main goal is to provide a website with a skeleton such as the one on the template attached and should allow customers to upload a picture onto our product and view what it looks like before purchasing it. We require previous experience in customization and our budget is $1500-$2000.
