Web based smartphone barcode scanner

I am looking for someone who can create a web based smartphone barcode scanner for a mobile website. The scanner needs to use the smartphone camera to accurately scan both automotive VIN barcodes and the PDF417 matrix code on US driver's licenses. I need the scanner to return the raw data from the barcode so I can parse it. See attachment for more details.
