Web-based Labelling Application for Handwritten Documents

I'm looking for a custom-built, web-based labeling application that will allow labellers to interact with handwritten documents and associated OCR outputs from a cloud based service.
We want a similar implementation to the Azure document intelligence studio, but extended to make our process more efficient and extended to allow for labellers to subsequently edit field values.
