QC my Web Dev Project

I want the currently published website compared to the design specifications. Record the observed needs as tickets in the help desk database so I can get them fixed. I want Freelancers to document the needs and fix them. Each observed need should be checked against the knowledgebase of needs that have already been reported. I will pay $5 US for each need reported and accepted. I will pay $10 to $20 for each fix. For complete details of how this will work will be in the knowledgebase for the project.
