Final Business Rules

- Every equipment is controlled by Equipment Number.
- Every employee is controlled by Employee ID.
- Expired equipment cannot be allocated.
- Unqualified employees cannot receive equipment.
- Every location transfer must be recorded.
- Every modification must maintain history.
- Reports must match the current Excel report format exactly.
- No records should be permanently deleted; maintain full audit history.
