Web Application Platform Development

I am seek a web developer to build a bug bounty web application platform with the following components:
1. Web3 authentication using WalletConnect (https://walletconnect.com/)
2. 3 User roles: Admin, Program, and User
Overall the application will be relatively simple:
1. Users can authenticate to the application. Browse programs, and submit vulnerabilities to the Programs. Submission forms will be markdown textboxes with file uploads to Amazon S3 bucket.
2. Programs can create & modify their program pages.
3. Admins can view user submissions, approve/edit program, and take all other administrative actions.
I'm in need of a proficient web designer/developer to construct a platform primarily. The design should cater to a professional audience, appealing to their informational needs in a user-friendly manner.
The ideal candidate for this task would demonstrate strong skills in web design and development, with previous experience in creating platforms for professionals. Additional experience in implementing complex functionalities like file uploading and downloading will be beneficial. Time management and meticulous attention to detail are essential.
