Travel Social Media Website

I'd like to build a travel social media site - it's essentially a mash-up of LinkedIn and Instagram, but focused solely on travel experiences. The website needs to be designed with both desktop and mobile user experiences in mind. I've attached a pdf that outlines the main site pages and the core functionality (e.g., building a profile, connecting with other users, posting pictures, etc.). I'd like to hire someone to work on this for ~5 hours per week, with a meeting every week or every other week to review progress. Would like to get cost per hour and an estimate of how many hours something like this will take in total (if you do not acknowledge both of these in your message I will assume your bid is a bot and will not take it into consideration).
