Student counseling website -- 2

I am looking to have a website built, which can work on system, tablet and phones, that will serve as a comprehensive resource for my clients. The student should be able to reach out to counsellor anonymously , till he feels comfortable to reveal his identity. Student should be able to chat with counsellor, before scheduling time with him. The website should provide a basic questionnaire to collect information regarding current state of the student, and provided to school counsellor to assess the current state of the student. The website will need to have an online booking system so that my clients can easily schedule appointments and access resources. Additionally, having a chat ,call and video support features would be ideal as it will allow me to interact with my clients in real time. Lastly, I want the website to have a resource library containing all of the materials necessary to help students and provide guidance in their academic and career development. Ultimately, the goal of this project is to be able to provide a platform to offer my services to a broader student population while providing the tools necessary for them to succeed in their future endeavors. The application should be good at 3 main factors :
1. Integration with schools
2. Security
3. Scalability
The application has to capture all the schedule information in database, so that I can run reports for each school/counsellor/student.
Technologies looking at : Angular JS/Flutter node, Java/.net for backend, AWS platform
