Sticky Navbar Modification and Action Button

I'm looking to enhance my GoDaddy Website Builder site. Specifically, I need the top navbar and promotion bar to be sticky, so they remain visible at the top of the page while scrolling. Additionally, I want to incorporate an action button into the top navbar to the right of the "Resources" menu item. This button should link to an HTML form on the page, intended for real estate agents.
