Static web page using material and bootstrap 4

I need to build static website using Material design and Bootstrap 4.
I have completed the base work already need to complete the work as per attached document. I have also attached the boilerplate code (HTML5 + Material + Bootstrap 4).
I have a lot of pages planned for future, just want to shortlist a developer based on this initial work.
Cost / Price will be deciding factor.
