Software design documentation specifications; Stage 1 ; stage 2, stage 3

This is a repost with much more detail::: Phase 1 is just a design specification documentation for a new development of a services agency. ie Something thats similar to freelancer.com but for a specialised service in the remote IT services marketplace. ie Phase 1 is No software development, just the documentations for specifications that can be provided to a software development company to build online That is in 3 phases. Phase 1 is documentation and description of data, structure, screens, data processing etc; all documentation.
Once I am happy that that document describes the development, then Phase 2 starts. Phase 2 is building the simple parts, like consultant registration, client registration and we will go live with this simple exercise which will need quite a lot of manual work to keep everything up to date and working, this also includes website integration to www.securetasks.au . Phase 3 is to complete all functional components, processing of transactions, integration to government agency and banking facilities. remember this site is an employment agency for remote activities . I expect many questions before you can provide pricing.
So specifications that provide a design for consultants to register and also where companies can register and list the security jobs required. The attached document has an overall explanation. So similar business model as freelancer.com or mypages.com.au . I just want the design documentation, no development. these documents will be used for the development. I need to see you understand whats to be developed and produce the design. All in wordpress front end etc.
It seems everybody says they are experienced. I want to see examples of documentation previously generated. Send me a sample of the documentation. A website is not documentation, and you will be excluded if you think so.
