Software design documentation specifications

This is just a design specification documentation for a new development of a services agency. ie Something thats similar to freelancer.com but for a specialised service in the security marketplace. ie No software development, just the specifications that I will provide to another software development company to build online. So specifications that provide a design for consultants to register and also where companies can register and list the security jobs required. The attached document has an overall explanation. So similar business model as freelancer.com or mypages.com.au . I just want the design documentation, no development. these documents will be used for the development. I need to see you understand whats to be developed and produce the design. All in wordpress front end etc.
