Set up Mapnik to generate special tiles

We need to configure Mapnik to generate special tiles for us:
- without state borders, but with regional borders
- with specified transparency
- with a color gradient on water objects
- single color in gray tone
- two projections: mercator and polar projection

The server is ready and waiting for its master
